摘要
在后巴黎时代如何合理界定国家在全球气候机制复合体中的角色以及推进其同非国家行为体的嵌入式互动,已成为一国提升气候治理话语权和制度性引领力的重要考量因素。基于此,中国亟须提升本土社会组织参与气候治理嵌构的能力:在法律体系完善基础上分阶段提升社会组织的国际化程度;注重本土社会组织参与气候治理嵌构的专业性和权威性;重视提升在全球气候治理中的议题倡导和话语传播能力;通过网络协调策略来推进"一带一路"复合型气候公共外交的发展。
In the Post-Paris Era,how a country rationally to define its role in the global climate regime complex and to promote its embedded interaction with non-state actors have become an important consideration for this country to enhance its discursive power and institutional leadership in climate governance.Based on this,we need to enhance the capacity-building of social organizations to participate in climate embedding governance:to promote the internationalization of social organizations step by step on the basis of improving the legal system;to focus on the professionalism and authoritative construction of social organizations;to enhance the agenda-initiative ability and discourse communication capacity in global climate governance;and through network coordination strategy to promote complex climate public diplomacy in the framework of“belt and road initiatives”.
