摘要
生态文明建设是关系中华民族永续发展的根本大计,成为中国特色社会主义事业“五位一体”总体布局的重要组成部分。广阳岛作为长江上游最大的江心绿岛和重庆生态岛,生态价值不可计量,其由大开发到大保护的生态蝶变,是习近平生态文明思想指导下的生态文明建设的生动实践,在理论、规划和实践方面开展了探索创新。理论方面,凝练形成最优价值生命共同体理论、乡野化理论、智慧生态“双基因融合、双螺旋发展”理论;规划方面,探索建立了“生态规划图”模式;实践方面,系统总结了从机制保障、系统施策、生态工法到技术集成的生态文明建设经验。这些探索都已取得较好的示范效应,可为生态文明新时代国土空间生态修复、长江经济带绿色发展示范提供参考。
Ecological civilization construction is fundamental to the sustainable development of the Chinese nation,and has become an important part of the“Five-sphere Integrated Plan”for building socialism with Chinese characteristics.As the largest mid-river green island in the upper reaches of the Yangtze River and an ecological island in Chongqing,Guangyang Island has immeasurable ecological value,and the ecological transformation thereof from excessive development to well-coordinated ecological conservation has been a vivid practice of ecological civilization construction under the guidance of Xi Jinping thought on ecological civilization.This research carries out exploration and innovation in all such aspects as theory,planning and practice.In theory,it extracts the theory of optimal value life community,the theory of ruralization,and the theory of“double gene integration and double spiral development”in intelligent ecology;in planning,it establishes the model of“ecological planning graph”based on exploration;in practice,it systematically summarizes the experience in ecological civilization construction from such dimensions as mechanism guarantee,systematic policy implementation,ecological construction and technology integration.All these explorations have achieved great demonstration effects,which can provide a reference for territorial spatial ecological restoration and demonstrative green development of the Yangtze River Economic Belt in a new era of ecological civilization.
