摘要
随着朝鲜半岛局势回暖、俄罗斯加速远东开发以及韩国深化区域合作需求增加,韩国总统文在寅上台后积极推动以多边合作为主的"新北方政策",主动寻求同俄罗斯的全方位合作,重点推出在水产、农业、电力、铁路、北极航线、天然气、造船、港口、工业综合体领域的"九桥战略"。本文对韩俄在九个领域的合作近况、发展规划以及建设目标进行阐述和分析。韩俄在借助远东地区开发推进亚欧大陆与环太平洋对接合作的过程中,具备了合作的有利条件,也面临着一系列困难,短期内难有较大成果。因此,韩俄远东合作仍任重道远。
With the accelerating Far East development of Russia,the recovery of the situation in the Korean peninsula and the enhanced demands for deeper regional cooperation of ROK,ROK’s president Moon Jae-in has actively promoted the"New North Policy",which featured with multilateral cooperation.ROK’s government has actively sought to improve comprehensive cooperation with Russia by launching the"9-Bridges Strategy",in terms of aquaculture,agriculture,electric power,railway,the arctic route,natural gas,shipbuilding,ports,and industrial synthesis.This paper expounds the current situation,development plans and future targets of the cooperation between ROK and Russia in the above nine fields.The re are some favorable conditions to advance the comprehensive cooperation in the process of ROK and Russia’s promoting cooperation in the Eurasia and the Pacific Rim areas.However,it would be hard to obtain great achievements in the short term due to a series of difficulties.The refore,ROK and Russia still have a long way to go in terms of the Far East cooperation.
