自然灾害与教育应对——以1935年黄河水灾山东灾民异地安置措施为例

摘要 1935年7月,山东境内黄河决堤,鲁西各县受灾惨重,灾民数量庞大。水灾发生后,山东省政府积极组织救灾活动,将灾民运往未受灾县份收容,异地安置受灾民众。异地安置期间,政府利用省内原有教育资源,开展灾民教育。教育工作疏解了灾民情绪,提高了灾民素质,为后续灾民返乡生产生活创造条件。受回籍政策影响,灾民教育活动被迫中止,但这次教育实践为今后的救灾治理提供了不可或缺的经验启示。 In July 1935,the Yellow River in Shandong burst its banks,and the counties in western Shandong were badly affected,with a huge number of victims.After the flood,the Shandong provincial government actively organized relief activities,transported the victims to the non-affected counties for shelter,and relocated the affected people.During the relocation period,the government used the province’s existing educational resources to provide education for the victims.The education work has helped to relieve the emotions of the victims,improve their quality,and create conditions for their subsequent return to their hometowns.Due to the impact of the return home policy,the education activities for disaster victims had to be suspended,but this educational practice provided valuable experience for future disaster relief governance.
