摘要
高考分省定额录取政策在维护教育公平和保障经济落后地区学生的受教育权等方面发挥了重要作用,但是,随着经济社会的发展,不公平的名额分配所带来的问题也逐渐引发了人们的指责和不满。运用理性选择制度主义分析框架对该政策进行评估,发现分省定额录取政策在效率、公平和适切性方面有待完善。高考分省定额录取要兼顾效率与公平,同时注意其适切性。结合我国实际,可以采用“分层抽样”的方式确定各地区高考招生名额。
The provincial quota admission policy for gaokao has played an important role in guaranteeing educational equity and ensuring students right to education in economically backward areas.However,with the development of economic society,the problem of unfair quota distribution emerged and aroused people’s criticism and dissatisfaction.In this case,this article intends to use the analytical framework of rational choice institutionalism to evaluate the policy.And the findings show that the provincial quota admission policy needs to be improved in terms of efficiency,fairness,and appropriateness,which are on the list of people’s concerns.The conclusion is that in regards of diversified circumstances in different areas in China,the way of"stratified sampling"might be a good way to assign and distribute the quota to various regions.
