摘要
我国少数民族高考加分政策与美国肯定性行动都是为了弥补少数族裔在长期社会发展中处于不利地位造成的教育落后的状况,在高等教育入学时,给予其政策资源倾斜。两项政策随着时代变化都发生了新的改变。在分析了多源流理论视角下两项政策转向的多重原因后,挖掘出中美两国教育政策背后的社会行动逻辑:以自由、民主为导向的美国“肯定性行动”逐渐收缩,是对新教育公平观的追求;我国由于社会主要矛盾的转向,少数民族高考加分政策也面临着价值重构。
Both the preferential policy that awards bonus points in national college entrance examination(gaokao)for ethnic students in the People’s Republic of China,and affirmative action taken by the United States,are meant to favor some groups perceived to be disadvantaged such as the minorities,and ensure the equity of college admissions by reducing the threat of imbalance.However,two policies have undergone changes over time.In this case,this article,based on multiple stream policy,intends to analyze the multiple reasons for the policy shifts,and explore the logic behind the changes of the two policies.It is found that Americans,guided by concept of freedom and democracy,gradually take back the"affirmative action",indicating a tendency of education equity pursuit;while in Chian,due to social contradictions shift,the policy of bonus points for ethnic minorities in their gaokao has also faced new challenges such as value reconstruction,etc.
