美国公立高校薪酬治理体系的研究与启示 被引量:8

摘要 高校的薪酬治理体系反映着高校、政府和社会之间在薪酬水平的确定和调整领域的合作与制衡关系。合理的薪酬治理体系在协调各利益相关者的关系、降低代理成本以及促进高校的薪酬自我约束与激励方面具有至关重要的作用。文章深入回顾和分析了典型美国公立高校薪酬治理的法律基础、治理主体、权责分配,并总结出其主要特点,在此基础上,提出了完善我国公立高校薪酬治理体系的思路。在当前深化我国高校薪酬分配改革的背景下,美国公立高校的薪酬治理实践中有关政府的角色定位、高校内部薪酬治理结构的安排、教师专业组织对薪酬治理的广泛参与等经验具有重要的借鉴价值。 Compensation governance system of universities reflects the cooperation and checks and balances between universities, the government and society in the field of compensation determination and adjustment. A reasonable compensation governance system is critical to the balance of the interests and conflicts among stakeholders, to reduce agency cost, and to enhance the self-restraint and incentive of compensation system in universities. Based on the in-depth analysis of the legal framework, the multipal governance bodies and the distribution of duties and rights in several typical public universities in the United States, the paper summarizes the characteristics of American practices and its implications to the compensation reform in Chinese universities. In the context of the current deepening of the compensation distribution reform in Chinese universities, the role of the government in the practice of compensation governance in public universities in the United States, the arrangement of the internal compensation governance structure of colleges and universities, and the extensive involvment of professional organizations in compensation decisions, shed light on how to improve compensation governance in Chinese universities and to increase the efficiency and equity of compensation system.
