摘要
党的十九届五中全会提出要建设更高水平的平安中国。更高水平的平安中国建设,是防范应对各类风险挑战的制胜之道。长期以来,城市轨道交通面临着严峻的公共安全风险挑战,如何通过创新公共危机协同治理模式,提升危机应对的整体效能,始终面临着诸多现实困境。在更高水平的平安中国建设的大背景下,应当从主体、法制、机制、保障、手段等五个层面创新城市轨道交通公共危机协同治理的实践路径。
The Fifth Plenary Session of the 19 th CPC Central Committee proposed to build a higher level of peaceful China.The implementation of a higher level of the peaceful China initiative is the best way to prevent and respond to all kinds of risks and challenges.For a long time,urban rail transit has been faced with severe public security risks and challenges.Therefore,how to improve the overall effectiveness of crisis response through innovating public crisis collaborative governance mode has always faced many practical dilemmas.In the context of building a higher level of peaceful China,we should innovate the practical path of urban rail transit public crisis collaborative governance from five aspects,namely,the subject,the legal system,the mechanism,the guarantee and the means.
