美国大学自治模式管窥——以普林斯顿大学为例

摘要 普林斯顿大学总体上有三套管理班子,一是普林斯顿大学董事会,二是以校长为首的行政领导系统,三是普林斯顿大学团体理事会。其中,普林斯顿大学团体理事会是一个由校内各种群体代表组成的自治组织,《普林斯顿大学团体理事会章程》详细规定了其目的、构成和运作程序,并明确了执行委员会和其他各委员会的构成人数、职责、代表的选举和罢免程序以及工作方式。普林斯顿大学的治理模式具有重视规章制度的建设、强调学生权利的保护和学生自主管理、保障校内各群体的广泛参与、加强监督体系的建设和对权力的制约等特点。 There are three systems of government in the Princeton University.First is the Trustees of Princeton University,second is the administration leaded by the principal of the university,third is the Council of the Princeton University Community.Among them,the Council of the Princeton University Community is a democratic autonomous organization which is composed of representatives of every groups in the university community.The Charter of the Council of the Princeton University Community stated explicitly its purpose,composition and operation procedures,and defined its composition number,responsibilities and the procedure for election and recall of deputies and its operating mode of the Executive Committee and other committees.The governance mode of the Princeton University has the distinguishing features as that pay attention to the construction of rules and regulations,stress the protection of students'rights and self-management of students,ensure the broad democratic participation by the every groups in the university community,and strengthen the construction of supervision system and restricting the power.
