摘要
公租房具有建设规模大、周期长、资金回流慢的特点。本文基于超循环理论视角,结合公租房建设运营全生命周期体系,阐释了公租房融资模式的演变过程,优选出建设期PPP、运营期REITs的融资模式。为促进PPP+REITs融资模式的顺利进行,提出夯实公租房REITs政策基础、打造公租房REITs产业集群、构建公租房优质物业池、推进公租房高质量物业管理的对策建议,推动公租房全生命周期建设投资的可持续性。
Public rental housing has the characteristics of large-scale construction,long cycle and slow capital return.This paper is based on the theory of hypercycle,combined with the whole life cycle system of public rental housing construction and operation,explain the evolution process of public rental housing financing mode.This study proposes the financing mode of PPP in construction period and REITs in operation period.In order to promote the smooth progress of PPP+REITs financing mode.This study puts forward countermeasures and suggestions to increase the policy basis of public rental housing REITs,build the industrial cluster of public rental housing REITs,build the high-quality property pool of public rental housing,and promote the high-quality property management of public rental housing,so as to promote the sustainability of the construction investment of the whole life cycle of public rental housing.
