摘要
本文结合2020年1月国家发展改革委印发的《省级电网输配电价定价办法》核心定价参数变动对电网投资的影响分析,建立电网投资与输配电价函数关系,并基于提升投资规模有效性、优化投资结构和优化投资时序等不同投资策略情景,模拟测算各策略情景对输配电价水平的影响,并提出策略建议,以保障输配电价水平。策略情景分析结果表明:提高投资效率较高类项目投资、保障监管周期项目建设效率、优化主配网投资结构和时序等策略将有利于下轮输配电价水平。因此,应确保完成核价规模,基于投资效率和定价折旧率适度优化投资结构、提升设备健康水平类项目时序。
Based on the analysis of the impact of core pricing parameters changes on grid investment in the"Provincial Grid Transmission and Distribution Price Pricing Measures"issued by the National Development and Reform Commission in January 2020,this paper establishes the functional relationship between grid investment and transmission and distribution price,and in the different strategic scenarios such as enhancing the effectiveness of investment scale,optimizing investment structure,and optimizing investment timing,the impact is simulated and calculated on the transmission and distribution price level,and strategies are proposed to protect the transmission and distribution price level.The results of strategic scenario analysis indicate that the scale of price verification should be ensured,and the investment structure can be appropriately optimized based on investment efficiency and pricing depreciation rates and the timing of projects that improve the health of equipment.
