摘要
在极端气候频繁出现的背景下,积极构建碳金融的创新机制是实现“双碳”目标的重要保障。本文首先阐述了碳金融的内涵与特征,然后梳理了我国碳金融的演进过程及成效,并分析了碳金融的国际经验与借鉴,最后提出了双碳目标下碳金融创新的实现路径,主要包括加强碳金融创新的顶层设计,完善碳金融相关的法律法规;健全碳金融市场的交易平台,创造较为稳定的制度环境;积极培育中介机构,进一步拓展碳金融市场的创新机制。
In the context of frequent occurrence of extreme weather,actively building innovative mechanisms for carbon finance is an essential guarantee for achieving the“dual carbon”goal.This paper firstly expounds the connotation and characteristics of carbon finance.Then combs the evolution process and effectiveness of China's carbon finance,analyzes the international experience and reference of carbon finance.Finally,it proposes the realization path of carbon finance innovation under the“dual carbon”goals,mainly including strengthening the top-level design of carbon finance innovation and improving the laws and regulations related to carbon finance;Establishing a sound trading platform for the carbon finance market and creating a relatively stable institutional environment;Actively cultivating intermediary institutions and further expanding innovative mechanisms in the carbon finance market.
