摘要
新能源大规模高比例发展对电力系统调节能力提出了巨大需求,气电机组具有响应速度快、环境友好等优点,是电力系统中优质的灵活性资源。近年来,全国新能源装机占比逐年提升的同时,天然气发电也得到快速发展。合理的天然气发电价格机制有利于调动气电机组参与系统调节,并保障其合理收益。本文以广东省为例,首先对气电机组类型及成本主要影响指标进行分析,并构建气电机组成本核算模型;最后在成本核算的基础上,基于改进的LCOE算法,构建两部制电价机制下单位电量电价和容量电价测算模型。实证分析结果表明:本文提出的天然气发电价格机制能够针对不同类型气电机组,合理测算其发电实际成本,并随着天然气市场价格的变化滚动调整,从而为完善现阶段天然气发电价格机制提供有益参考。
The large-scale and high proportion development of new energy poses a huge demand for the regulation capacity of the power system.Gas turbine units have advantages such as fast response and environmental friendly,which making them become high-quality flexible resources in the power system.In recent years,with the proportion of new energy installed capacity in China has been increasing year by year,natural gas power generation has experienced rapid development.A reasonable price mechanism for natural gas power generation is conducive to mobilizing gas turbine units to participate in system regulation and ensuring their reasonable profits.This article takes natural gas power generation of Guangdong Province as a case study.Firstly,analyzes the types of gas turbine units and the main cost impact indicators.Secondly,constructs a cost calculation model for gas turbine units.Finally,based on the model and the improved LCOE algorithm,a calculation model for unit power price and capacity price under a two-part tariff mechanism is constructed.The empirical analysis results show that the natural gas power generation price mechanism proposed in this article can reasonably calculate the actual cost of power generation for different types of gas power units,and adjust it rolling with changes in natural gas market prices,thereby providing useful reference for improving the current natural gas power generation price mechanism.
