摘要
基本经济制度,是中国特色社会主义政治经济学的重要范畴,具有基础性意义。对于这一概念的认识,以关于党的十五大和中共十九届四中全会精神的两次激烈讨论为分水岭,我国主要经历了"所有制形式性基本经济制度""所有制性基本经济制度"及"总和性基本经济制度"三个阶段。当前,学者们对于党的十九届四中全会所提出的"总和意义上的基本经济制度"做了大量研究,取得了丰硕成果,但理解上仍各说不一。深化基本经济制度研究,需遵循马克思关于经济制度的传统,从习近平同志提出的关于生产关系"具体形式"提法的逻辑中,科学界定基本经济制度为"生产关系的总和"的内涵与外延。
The basic economic system can be divided into the formal basic economic system of ownership,the basic economic system of ownership and the basic economic system of aggregate.Influenced by Stalin’s interpretation of the economic system,the understanding of the basic economic system before the 15 th National Congress of the Communist Party of China was the stage of the"formal basic economic system of ownership".The"form of ownership"became independent and strengthened the"form"of ownership in production relations or The status in the economic system has had a certain impact on the economic system.The 15 th National Congress of the Communist Party of China gained a brand new understanding of the economic system,which triggered a wave of discussions on the basic economic system,and entered the stage of the"ownership"basic economic system.After the Fourth Plenary Session of the 19 th Central Committee,the second wave of discussions on the basic economic system focused more theoretically on the concept of the basic economic system itself and how the market economic system has risen to the basic economic system,entering the stage of the aggregate basic economic system.The world has done a lot of research on the basic economic system"in the aggregate sense"proposed by the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China,and achieved fruitful results.However,the understanding was different,and it was difficult to say that it was scientifically completed.The"specific production relations"proposed by Xi Jinping made the basic economic system"in the aggregate sense"logical,returning to Marx’s tradition of economic systems.
