摘要
新中国成立初期中共在上海清理中药伪药,除了常规治理之外,还采取了管理报纸医药广告,以群众组织动员药业职工揭发不良经营行为等,“五反”运动在药业内的开展更显示出清理伪药的社会工程被放置到了庞大的动员体系中,有效推动了运动的发展。清理伪药的方式在此过程中体现出灵活变动的特征。中药业存在的造假售假问题成为处理违法私商的重要论据,上海的伪药清理获得了多重效果。
In the early days of the People’s Republic of China,the CCP cleaned up counterfeit traditional Chinese medicines in Shanghai.In addition to administrative measures,it also resorted to media control to reform pharmaceutical advertisements and mobilized pharmaceutical industry employees to expose unscrupulous business practices in the pharmaceutical industry.At the same time,it had formed close interaction with a wide range of social movements such as the Five-Anti Campaign,placing the social engineering of cleaning up counterfeit drugs into its own advantageous control and mobilization system,and effectively promoting the development of the Campaign.The concept of counterfeit drugs also reflected one kind of fluidity which may be rooted in the long-standing and flexible policy culture of the CCP.The problem of counterfeiting in the Chinese medicine industry had become an important basis for the Five-Anti Campaign to deal with illegal private businesses.Finally,Shanghai’s counterfeit medicine cleanup had achieved multiple effects.
