摘要
对违章建筑的传统监测和管理主要依靠群众发现举报,监测手段滞后,违章建筑屡禁不止且不能及时发现,以致监测和拆违成本急剧增高,阻碍了城市的发展和建设。以某市两期0.3 m分辨率航空影像为基础,基于DSM数据提取建筑物目标高程变化信息;通过相关阈值的设定以及影像特征分类识别,实现对植被等干扰因素的剔除过滤,保证了建筑物变化图斑检测的准确性;与规划红线套合确定变化区域建设的合法性,能够较好地确定违章建筑的具体位置与范围,为规划监察部门对违章建筑的监测执法提供高质量的数据支撑。
The traditional monitoring and management of illegal buildings mainly rely on the public's discovery and reporting.The monitoring methods are lagging behind,and illegal buildings are repeatedly prohibited and cannot be detected in a timely manner,resulting in a sharp increase in monitoring and dismantling costs,which hinders the development and construction of cities.Based on the 0.3 m resolution aerial images of two phases of a certain city,extract the elevation change information of building targets based on DSM data.By setting relevant thresholds and classifying image features,the removal and filtering of interference factors such as vegetation are achieved,ensuring the accuracy of building change pattern detection.Combining with the planning red line to determine the legality of the construction of changing areas can better determine the specific location and scope of illegal buildings,providing high-quality data support for the monitoring and law enforcement of illegal buildings by planning and supervision departments.
