摘要
方略是指具有延续性、稳定性乃至制度性的方法和策略。由于存在广袤的边疆地区需要有效治理,我国古代王朝国家时期形成了丰富的治边方略。这些方略凝聚了古代政治家和思想家们的政治智慧,对古代王朝国家的治边实践发挥了重要作用。我国古代王朝国家的治边方略主要有:建政控边方略、屯垦戍边方略、互市兴边方略、文教融边方略、强军固边方略、交通连边方略等。当前我国边疆治理是制约国家治理走向现代化的短板和弱项,为补短板、强弱项,必须全面加强边疆治理。从古代治边方略中汲取丰富的政治智慧是加强边疆治理的必修课。
Strategies are continual,stable and institutional.In the ancient dynasties of China,due to the need of effective governance in the vast frontier areas,a rich strategies governing the frontiers areas were carried out.Embodying political wisdom of the ancient politicians and thinkers,these strategies have played an important role in governing the frontier areas of China’s ancient dynasties.This paper sorts out and summarizes the strategies of governing the frontier areas of China’s ancient dynasties,which mainly include the strategies of building and controlling the frontier government,of reclamation and settlement,of exchanging trade,of integrating culture and education,of strengthening the army,of developing transportation,and so on.At present,the frontier governance in our country is still weak,restricting the modernization of national governance.In order to make up for the weakness,we must strengthen the frontier governance in an all-round way,drawing rich political wisdom from the ancient strategies of governing the frontier areas.
