摘要
为优化战区后装保障指挥控制效能,针对新体制下指挥控制执行中存在的问题,紧扣“活动”“数据”“人员”“信息”4个要素,从厘清信息优势、决策优势、行动优势活动逻辑“线”,构建基础数据、扩展数据、实时数据支持“法”,编织机构同步、要素互动、人员融入能动交互“网”,打造数据分析、筹划决策、部署落实、效能反馈信息价值“链”4个方面提出对策措施。
In order to optimize the command and control effectiveness of theater logistics and equipment support,this paper firstly lists the problems existing in the implementation of command and control under the new system.Then,according to the four elements of"activity data""personnel and information",it puts forward some countermeasures from following four aspects:clarifying the activity logic line of information advantages,decision-making advantages and action advantages,building the method of basic data,extended data and real-time data support,weaving the network of institutions synchronization,elements interaction,and human interaction,and creating a value chain of data analysis,planning and decision-making,deployment and implementation,and efficiency feedback information.
