摘要
【目的】通过对入选"中国科技期刊国际影响力提升计划"(以下简称"提升计划")两期A、B、C三类项目的中科院英文科技期刊主要评价指标的变化情况进行分析,探讨"提升计划"实施7年来的资助成效,并提出期刊的影响力提升策略。【方法】使用《中国学术期刊国际引证年报》(2012—2018版)发布的学术期刊国际影响力指数(Clout Index,CI),辅以国际他引总被引频次(Total Cites,TC)和国际他引影响因子(Impact Factor,IF)表征中科院属80种英文科技期刊中入选"提升计划"的61种期刊和未入选的19种期刊评价指标变化的差异,并讨论这些差异与入选"提升计划"的相关性。【结果】在CI、TC和IF值较高的情况下,入选两期项目的61种期刊与连续入选两期项目的34种期刊在2012—2018年各指标的增幅明显优于未入选的19种期刊,CI值增幅分别高出30.2%、23.8%,TC值增幅分别高出72.1%、81.8%,IF值增幅分别高出16.1%、-4.1%。通过考察CI值较高、TC和IF值增幅明显的7种增长型期刊提升影响力的5个主要途径,总结分析其具体办刊举措以供其他期刊参考。【结论】"提升计划"结合恰当的办刊举措对中科院英文科技期刊影响力的提升表现出较显著的成效。
[Purposes]In order to explore the effectiveness of Project for Enhancing International Impact of China STM Journals(PIIJ)in the past seven years,the changes in the journal evaluation indexes are investigated for the English scientific journals of Chinese Academy of Sciences(CAS)financed by the 1 st and 2 nd phases of PIIJ,and the countermeasures are put forward by analyzing the influence-improving strategies of excellent journals.[Methods]The academic journal international clout index(CI)proposed in"Annual Report for International Citation of Chinese Academic Journals"from 2012 to 2018 was used to evaluate the 80 English journals of CAS,assisted by the evaluation of total cites(TC)and impact factors(IF)of international citation from other journals.The differences in the evaluation indexes between 61 journals involved in PIIJ and 19 journals that were not financed by PIIJ were discussed,and the relevance of these differences to the implementation of PIIJ was also revealed.[Findings]Even though with the high basic values of CI,the growth rates of each index of 61 journals funded by 1 st and/or 2 nd phases of PIIJ as well as34 journals with 2 project-consecutive phases were significantly higher than those of 19 journals without finance from PIIJ in 2012-2018:CI value increased by 30.2%and 23.8%,TC value increased by 72.10%and 81.8%,and IF value increased by 16.1%and-4.1%,respectively.By investigating the five main ways to enhance the influence of seven rising journals with high CI value and significant increase in TC and IF value,we summarized and analyzed the specific measures of operation for other journals.[Conclusions]The PIIJ has received remarkable effect on English scientific journals of CAS.
