摘要
针对PPP项目融资风险评价的风险难以确定、主观性偏差特点,提出基于OWA-ER的城市地下综合管廊PPP项目融资风险评价模型,利用OWA算子纠正评价主观赋权时出现极值偏差的影响,并利用ER证据推理算法集成评价信息,确保PPP项目融资风险评价的准确性和科学性。通过对吉林省T市某地下综合管廊工程应用PPP模式实例分析,得出二级指标中融资额度、融资利率、融资期限、项目折现率需要格外重视。
In view of the difficulty of determining the risk of PPP project financing risk evaluation and the subjective deviation characteristics,this paper proposes a PPP model financing risk evaluation model for urban underground comprehensive pipe corridors based on OWA-ER,and uses the OWA operator to correct the impact of extreme deviations in the subjective weighting of evaluation.Then,uses the ER evidence reasoning algorithm to integrate the evaluation information to ensure the accuracy and scientificity of PPP project financing risk evaluation.Through the analysis of the application of PPP model in an underground comprehensive pipeline gallery project in T City,concludes that the financing amount,financing interest rate,financing period and project discount rate in the secondary indicators should be paid more attention in PPP model financing risk management.
