Measurement of Agricultural Insurance Efficiency and Its Impact on Rural Economy——Based on Principal Component Analysis and Panel Data Model

摘要农业保险不仅有助于稳定农业生产活动,而且对推动农村经济持续高效发展具有重要意义,能够加快我国全面脱贫速度。本文选择10个指标衡量农业保险规模、发展与效率,采用主成分分析法对黑龙江省2010~2017年农业保险效率进行了实证分析,并进一步以综合评分为解释变量,构造了一个动态差分GMM模型以测量农业保险效率对农村经济的影响。本文得到了如下结论:黑龙江省各城市农业保险效率对农村经济均有促进作用,在地域上,不同地区农业保险效率对农村经济发展的影响不同,东西部地区农村经济受影响程度较大,中部地区农村经济受影响程度较小。农业保险效率每上升10%,黑龙江省东中西部地区农村经济分别提高14.2%、8.2%及15.6%。农业机械保有量、前期农业生产总值对农村经济发展有显著的正向影响,而农业生产资料价格指数、农村人口规模和农村用电量对农村经济发展有负向影响。 Agricultural insurance not only helps to stabilize agricultural production activities,but also plays an important role in promoting the sustainable and efficient development of the rural economy,and can accelerate the speed of comprehensive poverty alleviation in China.This paper selects 10 indicators to measure the scale,development and efficiency of agricultural insurance,and uses principal component analysis to empirically analyze the efficiency of agricultural insurance in Heilongjiang Province from 2010 to 2017,and further constructs a dynamic differential GMM model with comprehensive score as explanatory variable to measure the impact of agricultural insurance efficiency on the rural economy.It is concluded that the agricultural insurance efficiency of cities in Heilongjiang Province has a positive effect on the rural economy.In terms of regions,the agricultural insurance efficiency of different regions has different effects on rural economic development.The rural economy in the eastern and western regions is affected to a greater extent.The affected effect is weak.For every 10%increase in agricultural insurance efficiency,the rural economy in the eastern,central and western regions increased by 14.2%,8.2%and 15.6%respectively.The amount of agricultural machinery and the agricultural output in the early stage have a significant positive impact on rural economic development,while the agricultural production price index,rural population and rural electricity consumption have a negative impact on rural economic development.
