摘要
我国已申请加入全面与进步跨太平洋伙伴关系协定(CPTPP)。CPTPP协定给我国外汇管理既带来机遇又带来挑战。我国外汇管理需加强与CPTPP规则接轨和与成员国监管标准互认,依托现有自由贸易体系对相关条款进行试验,在坚守底线的基础上推动高水平开放,探索协同监管和主体监管新方式,为将来加入CPTPP后更好适应协定规则、更快融入亚太经济一体化和经济全球化奠定基础。
China has applied to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership(CPTPP).CPTPP agreement brings both opportunities and challenges to China’s foreign exchange management.China’s foreign exchange management needs to strengthen the integration with the CPTPP rules and mutual recognition with the regulatory standards of Member States,test the relevant provisions based on the existing free trade system,promote high-level opening-up on the basis of adhering to the bottom line,and explore new ways of collaborative supervision and subject supervision,so as to better adapt to the agreed rules after joining the CPTPP in the future,facilitate Asia Pacific Economic Integration and economic globalization.
