摘要
自2019年开始,全国地级及以上城市生活垃圾分类工作全面展开,做好垃圾分类工作刻不容缓。然而餐饮企业进行垃圾分类后会增加成本,降低收益,导致工作很难落实,是否进行垃圾分类,餐饮企业间陷入"囚徒困境"。本文通过建立混合策略博弈模型,依次引入不同变量,探究执法部门对餐饮企业垃圾分类的影响作用。研究表明:将垃圾分类考核挂钩执法部门绩效工资,对餐饮企业征收保证金,同时给予餐饮企业和执法部门精神奖励,能够有效提高执法部门监察积极性,并且增加餐饮企业期望收益。有利于垃圾分类政策的实施,促进资源循环利用。
Starting from 2019,the classification of municipal solid waste at the prefectural level and above will be carried out across the country,and it is imperative to do a good job in this regard.However,the garbage classification of catering enterprises will increase the cost and reduce the income,which makes it difficult to implement the work.Therefore,whether to conduct garbage classification or not,catering enterprises will fall into the"prisoners dilemma".By establishing a mixed strategy game model and introducing different variables in turn,this paper explores the influence of law enforcement departments on garbage classification of catering enterprises.The research shows that:the garbage classification assessment is linked to the performance salary of law enforcement departments,the food and beverage enterprises are required to collect the deposit,and the spiritual reward is given to the food and beverage enterprises and law enforcement departments,which can effectively improve the supervision enthusiasm of law enforcement departments and increase the expected income of the food and beverage enterprises.It is beneficial to the implementation of garbage classification policy and promote the recycling of resources.
