摘要
新型研发机构具有实现科学发明、技术创造及产业革新融合的优势,是国家创新体系的重要组成部分,对破解科技与经济发展“两张皮”现象具有关键作用。本文在科技部“科学研究和技术服务业非企业单位调查”基础上,分析了浙江省新型研发机构发展模式和存在问题,并对绩效进行了深入对比探究,分析得出浙江省新型研发机构建设存在着政策服务供给之“新”还不匹配,运行管理机制之“新”还有制约,人才研发团队之“新”还欠稳定三大问题。不同新型研发机构运行效率相差甚远,未设理事会的单位运行效率相对设有理事会的单位高,以高校为主体发起设立的新型研发机构运行效率相对其他类型机构运行效率低。
As an important part of the national innovation system,new-type R&D institutions have the advantages of realizing the integration of scientific invention,technological creation and industrial innovation,and play a key role in breaking the“double skin”phenomenon of scientific and technological development and economic development.Based on the“survey of non-enterprise units in scientific research and technology Service Industry”conducted by the Ministry of Science and Technology,this paper analyzes the development mode and existing problems of new R&D institutions in Zhejiang province,and makes an in-depth comparative study on their performance.The analysis shows that there are three problems in the construction of new R&D institutions in Zhejiang province:the“new”of policy service supply is not matching,the“new”of operation management mechanism is still restricted,and the“new”of talent R&D team is not stable.The operating efficiency of different new R&D institutions is far from that of others.The operating efficiency of institutions without a council is higher than that of institutions with a council.The operating efficiency of new R&D institutions initiated and established by universities is lower than that of other types of institutions.
