摘要
生态补偿是运用政府或市场机制来保护生态环境的重要举措,生态补偿机制主要可分为政府、市场和混合三种类型。随着云南省高原湖泊的环境综合治理取得阶段性成效,应深化和推广生态补偿机制。基于流域生态保护投入需求、经济发展状况、行政主体层级、生态保护意愿四个方面构建了生态补偿机制的选择模型,对云南九大高原湖泊生态补偿机制的分类选择进行定量分析和评价。当前,异龙湖、星云湖、杞麓湖和程海宜用政府生态补偿机制;滇池、阳宗海、泸沽湖适合混合生态补偿机制;抚仙湖和洱海有必要开展市场化生态补偿机制探索和试点,以云南省绿色能源、绿色食品、健康生活目的地的"三张牌战略"为指导,对市场化生态补偿机制的推进给出了一些对策建议。
Ecological compensation is an important measure to protect the ecological environment by the government administration or the market-oriented mechanism.The ecological compensation mechanism may be classified as government administration,market-oriented mechanism and mixture of these two.The comprehensive environmental management of the plateau lakes in Yunnan province has made achievements,so it is necessary to study and promote the ecological compensation mechanism now.An ecological compensation selection model was constructed based on the economic development of the basin,the invest demand of ecological protection,the level of administrative subject,and the readiness of ecological protection.The classification and selection of the ecological compensation mechanism of the nine high-altitude lakes in Yunnan Province were quantitatively analyzed and evaluated.At present,Yilong Lake,Xingyun Lake,Qilu Lake and Chenghai Lake should follow the government ecological compensation mechanism;Dianchi Lake,Yangzonghai Lake and Lugu Lake can be managed through the mixed ecological compensation mechanism;Fuxian Lake and Erhai Lake are supposed to explore the market-oriented ecological compensation mechanism.Some suggestions are given as for the direction of the market-oriented ecological compensation mechanism under the guidance of so-called"three-card strategy"of developing green energy,green food and healthy living destination in Yunnan Province.
