Results and analysis of air pollution prevention and control in Sichuan Province from 2013 to 2017

摘要 收集和整理四川省大气污染物排放信息,采用排放因子法计算了2013-2017年成都平原、川东北地区、川南、川西及攀西地区各种污染物排放源的排放量.结果表明, CO、NOx、VOCS、SO2、PM2.5和PM10的减排量分别为3.53×106、1.54×105、7.70×104、9.80×105、1.55×105和1.09×105t,减排率分别为23%、23%、5%、61%、21%和14%.其中成都平原为各污染物排放量的最大贡献地区,减排效果最明显.四川省减排期间,燃煤电厂超低排放改造对CO的减排贡献率最大,也是NOx减排的最大贡献者;VOCS专项整治对VOCS的减排力度最大;燃煤锅炉整治对SO2的减排影响最显著,占比达到57%;颗粒物减排的主要贡献来自其他重点行业提标改造.通过研究各种污染物减排量和污染物质量浓度差之间的相关性发现, PM10的相关系数最大,表明其减排所产生的环境改善敏感性最高. Pollutant discharge information for Sichuan Province was collected and organized, and the emission factor method was used to calculate the emissions of the Chengdu Plain, northeastern, southern,western Sichuan and the Panxi region;also calculated were the emission sources of various pollutants during the 2013-2017. The results showed that the emission reductions of CO, NOx, VOCS, SO2, PM2.5 and PM10 were 3.53×106, 1.54×105, 7.70×104, 9.80×105, 1.55×105 and 1.09×105 t, and the reduction rates were23%, 23%, 5%, 61%, 21%, 14% respectively. The Chengdu Plain contributed most to the discharge of pollutants, and its emission reduction effect was also the most obvious. The ultra-low emission conversion of coal-fired power plants during the emission reduction period presented the largest contribution rate to CO emission reduction, and also the largest contribution rate of NOx emission reduction. The most important reduction of VOCSwas the special rectification of VOCS. The impact of rectification of coal-fired boilers to SO2 was the largest, accounting for 57%, and the main contribution rate of particulate matter emission reduction came from the upgrading of other key industries. By calculating the correlation coefficient between the emission reduction and concentration difference of each pollutant, it was found that the correlation of PM10 was the largest, indicating that the environmental improvement made by emission reduction was the most sensitive.
