摘要
城市作为社会化居家养老服务的先行者,既有其独特的地域优势,同时也得益于较为发达的政策支持。搜集并整理了1949年以来的相关政策文本,通过政策文本分析方法,深入挖掘我国城市居家养老服务政策的内涵及其发展脉络。我国城市居家养老服务政策经历了如下四个阶段:封闭式养老服务时期,养老服务社会化改革期,社会化养老服务体系形成期,以及社会化养老服务体系完善期。目前,我国城市居家养老服务的改革方向包括:改进自上而下的养老服务定位,调整市场化运作的养老服务提供模式,跨越"互联网+"养老服务数字鸿沟,重视老年人转述性需要。
As the forerunner of socialized home-based eldercare service,cities not only have their unique regional advantages,but also benefit from more advanced policy support.We thus collected and sorted out relevant policy texts since the founding of the PRC,and explored the connotation and evolvement of those policies through the method of policy text analysis.The evolution has gone through the following four stages:closed care service period,the socialization reform period,formation period of socialized care service system and maturity of the system.Home-based care in urban China needs to improve its positioning,change its mode of market-based care service delivery,bridge the digital divide of care service and lay emphasis on the needs of the elderly.
