摘要
个人学习记录是英国国家资格框架体系中规范资格框架的重要组成部分,发挥着引导学习者制定个性化学习方案,保证学习者学习成果追溯、转换,帮助企业与社会合理配置人力资源的重要作用,记录了学习者在学习和工作环境中获得的普通学习成绩和职业资格成就。英国的个人学习记录具有唯一性、完整性和隐私性等基本特征,实现了信息资源共享、普职深度融通和全民终身学习的效能。当前,我国正在加速推进国家资格框架和"学分银行"的建设,特别是在高职扩招的大背景下,要实现学习成果的可追溯、可查询、可转换,需要从建立专门机构统一管理个人学习记录、依托学习记录服务平台提供优质课程、引入学分概念实现学习成果转换、利用互联网技术实现学习成果查询追溯、第三方机构参与学习成果认定评估等方面有序推进不同类型学习成果的互认和衔接,从而构建服务全民的终身学习体系。
Personal learning records are an important part of the Regulated Qualification Framework in the British National Qualification Framework System.It plays an important role in guiding learners to formulate personalized learning plans,ensuring the traceability and conversion of learners’learning achievements,and helping enterprises and society to rationally allocate human resources,which records the general academic performance and professional qualification achievements of learners in the learning and working environment.Personal learning records in the UK have the basic characteristics of uniqueness,integrity and privacy,achieving the purpose of sharing information resources,in-depth integration of general education and vocational education and lifelong learning for all the people.At present,China is accelerating the construction of the national qualification framework and the“credit bank”,especially in the context of higher vocational enrollment expansion,to achieve the traceability,query and conversion of learning results,it is necessary to establish a specialized institution to manage personal learning records,relying on the learning record service platform to provide high-quality courses,introducing the concept of credits to realize the conversion of learning results,using internet technology to realize the tracking and tracing of learning results,and third-party institutions to participate in the identification and evaluation of learning results to orderly advance the mutual recognition and connection of different types of learning results,so as to build a lifelong learning system that serves all people.
