摘要
进入新发展阶段,基础研究在我国引领科技创新催生新发展动能方面的战略意义愈加凸显。着眼于突破关键核心技术、满足经济高质量发展等现实需要,针对我国基础研究现实困境等问题,习近平作出了着力推进基础研究的重要指示。习近平总书记关于加强基础研究的重要论述,从人民对美好生活需要新期待角度为强化基础研究确立了基本价值遵循,提出加强基础研究既要强化制度保障,又要践行与弘扬科学家精神的支撑与引领。这一重要论述不仅为马克思主义科技创新思想作出了创新性贡献,还为新发展格局下提升我国自主创新能力提供了行动指南,更为新兴发展中国家追赶世界科技强国贡献了中国智慧和中国方案,具有重要的时代价值。
As we enter a new era,the strategic importance of basic research in leading scientific and technological innovation and generating new momentum for development in China has become increasingly prominent.Focusing on breakthroughs in key core technologies and meeting practical needs such as high-quality economic development,President Xi Jin-ping made an important directive to focus on promoting basic research in response to China’s real dilemmas of basic research and other issues.His important expositions on strengthening basic researches have established basic values for strengthening basic research from the perspective of people’s new expectations for a better life.The expositions proposed that strengthening basic research should not only strengthen institutional safeguards,but also practice and promote the support and leadership of the scientist spirit.This important statement makes an innovative contribution to the Marxist idea of scientific and technological innovation,provides an action guide for enhancing China’s independent innovation capability under the new development pattern,and contributes Chinese wisdom and Chinese solutions to the emerging developing countries in their efforts to catch up with scientific and technological power,which is of great value for the times.
