国家通用语言文字教育助力民族地区乡村振兴的长效机制 被引量:12

Study on the Long-term Mechanism of the National Lingua Franca Education to Help Rural Revitalization in Ethnic Regions

摘要 推广普及国家通用语言文字是民族地区实施乡村振兴战略的有力举措。首先,立足于马克思主义关于“人的全面发展理论”的基本立场与研究方法论,从“大语言观”和“大教育观”出发,提出国家通用语言文字教育助力民族地区乡村振兴的一个根本任务是促进人的全面发展;国家通用语言文字教育助力民族地区乡村振兴的两个功能维度是承接外部支持与培育内生动力;国家通用语言文字教育助力民族地区乡村振兴五条路径包括助力乡村产业振兴、人才振兴、文化振兴、生态振兴、组织振兴。其次,分析国家通用语言文字教育助力民族地区乡村振兴面临的学习者内生动力不足、利益相关者协同不够、教育内容针对性有所缺失、师资队伍素质有待提高、有效性评估缺失等现实挑战。最后,从坚持以人民为中心的发展思想、坚持家校社一体化、坚持乡土性与技术性相统一、坚持专兼职并重、坚持评价引领的“五个坚持”层面提出新时代国家通用语言文字教育助力民族地区乡村振兴长效机制的实践路径。 The popularization of the national standard spoken and written Chinese language is a powerful measure to implement the rural revitalization strategy in ethnic areas.First of all,based on the basic position and research methodology of Marxist“theory of comprehensive human development”,starting from the“great language view”and“great education view”,it is proposed that a fundamental task of national lingua franca education to help the rural revitalization in ethnic areas is to promote the all-round development of human beings;the two functional dimensions of national lingua franca education to help rural revitalization in ethnic areas are to undertake external support and cultivate endogenous impetus.The five paths towards rural revitalization in ethnic regions facilitated by national lingua franca education include helping the revitalization of rural industries,professionals revitalization,culture revitalization,ecological revitalization,and organizational revitalization.Secondly,it analyzes the practical challenges such as the lack of internal motivation of national lingua franca education in helping rural revitalization in ethnic areas,the lack of coordination among stakeholders,the deficiency in pertinence of educational content,the need for improvement of the teachers’quality,the lack of effectiveness evaluation and etc..Finally,the practical path of the long-term mechanism of national lingua franca education in the new era is proposed from“five adhering”aspects,which are adhering to the people-centered development thought,adhering to the integration of home,school and society,adhering to the unity of rural areas and technology,adhering to equal importance of both full-time and part-time jobs,and adhering to the evaluation as guidance.
