摘要
标准创新已经成为国家、企业参与国际市场竞争、提升话语权和掌握产业制高点的关键,其自然也成为我国创新驱动发展战略的重中之重。作为技术后发国家,中国一直对国外先进设备、技术及技术咨询和服务等的引进采取鼓励政策,这对新时代背景下中国企业的“标准创新”会产生何种影响?这是既有研究尚未关注到的重要问题。本文利用中国工业企业数据库、中国工业企业创新活动数据库的合并数据,实证研究了技术引进以及引入后的消化吸收对中国制造企业的国家/行业标准创新的影响效应。主要发现:海外技术引进对企业的国家/行业标准创新造成抑制效应,并且抑制效应随着技术引入的增加而边际递增;而引入技术的消化吸收对企业的国家/行业标准创新造成显著的“倒U形”的非线性影响效应,即前期技术消化吸收对企业的国家/行业标准创新以促进效应为主,随着技术消化吸收量的增加抑制效应占主导。进一步的研究发现,技术引进对高科技企业的标准创新以抑制效应为主,技术的消化吸收对高科技企业的标准创新是促进作用,但边际效应递减;但技术引进和消化吸收对非高科技企业的标准创新没有显著影响。
Standard innovation has become the key for countries and enterprises to participate in international market competition,enhance their voice and grasp the industrial commanding heights.It has naturally become the top priority of China's innovation-driven development strategy.As a less developed country,China has been adopting policies to encourage the import of advanced technology,technology license and techmical advisory services.What impact will import of advanced technology have on the“standard innovation”of enterprises in the context of the new era?This is an important issue that has not been paid attention to by existing research.This paper empircally studies the impact of technology import and absorption on national/industry standard innovation of Chinese manufacturing enterprises by using the combined data of China’s industrial enterprise database and China's industrial enterprise innovation activity database.The main findings are as follows:Technology import has a inhibitory effect on enterprise's national industry standard innovation,and the inhibitory effct increases marginally with the increase of technology import.Absorption of imported technology has a significant inverted U-shaped non-linear effect on enterprise’s national/industry standard innovation,that is,prior technology digestion and absorption promotes enterprise's national/industry standard innovation.The inhibition effect should be dominant with the increase of digestion and absorption of technology.Further research finds that technology import mainly inhibits the standard innovation of high-tech enterprises,and technology absorption promotes the standard innovation of high-tech enterprises,but the marginal effect decreases.However,technology import and absorption have no significant impact on the standard innovation of non-high-tech enterprises.
