摘要
做好巩固拓展脱贫攻坚成果同乡村振兴有效衔接对于加快推进脱贫地区乡村全面振兴至关重要。针对产业发育程度低、科技和人才支撑不足、联农带农机制不健全、产业扶持政策针对性不强等产业发展问题,应牢固树立可持续发展理念、挖掘乡村产业发展增值空间、推进生产经营方式重大变革;针对基础设施和公共服务薄弱、农民参与度不高、后期运营维护不到位等乡村建设问题,应从实际出发制定村庄规划、前瞻性地谋划乡村建设、尊重农民主体地位和健全农民参与机制、健全后续运维管护机制;针对监测对象范围不清晰、工作机制不健全、技术手段不完善等返贫监测帮扶问题,应合理确定动态监测对象和范围、完善动态监测预警工作机制和方法、制定多方面联动的合作帮扶预案;针对领导体制未理顺、工作机制合力不足、考核评价机制缺失等有效衔接问题,应构建责任清晰、牵头抓总的乡村振兴领导体制,完善上下联动、衔接有序的乡村振兴工作机制,建立指标科学、激励有效的乡村振兴考核机制。
Consolidating and expanding the achievements of poverty alleviation in conjunction with rural revitalization is crucial to overall rural revitalization in poverty-stricken areas.In view of the industrial problems such as weak industrial development,insufficient support of science and talents,incomplete agricultural industrial chain,and untargeted supporting policies,we should grasp the concept of sustainable development,explore the value-added space of rural industry,and promote major reform in production and operation mode.In view of the rural reconstruction problems such as weak infrastructure and public services,limited participation of farmers,and inadequate operation and maintenance,we should prospectively formulate the village plan according to the actual situation,respect the dominant position of farmers and encourage their participation,and improve the follow-up operation and protection mechanism.In view of the re-poverty monitoring and assistance problems such as blurry scope of monitoring,unsound working mechanism,incomplete techniques,we should specify the dynamic monitoring object and scope to improve the working mechanism and methods of dynamic monitoring and warning,and formulate the multiple cooperation assistance plan.In view of the ineffective connection problems such as vague leadership system,insufficient working mechanism,lack of the evaluation mechanism,we should establish a leadership system for rural revitalization with clear responsibilities,improve the working mechanism for rural revitalization with linkage and orderly connection,and establish an evaluation mechanism for rural revitalization with scientific indicators and effective incentives.
