摘要
目的以上海市大型医疗机构为切入点,梳理医疗机构及其联络员落实联络员制度的现况及存在问题,并探讨完善联络员制度的建议和对策。方法对上海市199名大型医疗机构联络员和32名主要负责人在联络员职责履行、医疗机构支撑和保障等方面开展问卷调查,并对8名卫生监管部门相关人员开展个别访谈。结果问卷调查结果显示,74.00%的三级医疗机构联络员和84.56%的二级医疗机构联络员为医务管理部门负责人;联络员制度实施至今,上海市大型医疗机构联络员更换率为64.82%。个别访谈结果显示,大型医疗机构联络员多为兼职,少数联络员未按要求参加联络员会议,且存在依法执业自查信息填报不及时、填报质量欠佳等情况。结论联络员制度实施至今已取得一定成效,但也存在联络员队伍流动性较大、部分联络员不符合任职条件、部分联络员落实职责有待加强、缺乏联络员工作考核机制等问题。建议调整大型医疗机构联络员数量,优化联络员调整的申报培训程序,丰富联络员培训形式和内容,并建立联络员工作奖惩机制。
Objective To analyze the problems in the current management of health supervision liaison in medical institutions and discuss suggestions,based on the current situation of the implementation of health supervision liaison system in large-scale medical institutions in Shanghai.Methods Questionnaire surveys were conducted among 199 liaisons and 32 directors in large-scale medical institutions and individual interviews were conducted with 8 relevant personnel from health administrative and supervision departments.Results The results of the questionnaire showed that 74.00%of the liaison of tertiary medical institutions and 84.56%of the liaison of secondary medical institutions were the heads of medical management departments,and the turnover rate of liaison in large-scale medical institutions was 64.82%.The results of individual interviews showed that liaisons were mostly part-time,a few liaisons did not attend liaison meetings as required and there were some problems such as delayed self-examination information filling and poor filling quality.Conclusion The implementation of liaison system has achieved certain results so far,but there were also some problems,such as the large mobility of liaison team,not-qualified of some liaisons,the need to strengthen ability to perform liaison duties and lack of evaluation mechanism.It was suggested to adjust the number of liaison in large-scale medical institutions,optimize the application training process for liaison adjustment,enrich the form and content of liaison training,and establish evaluation mechanism.
