摘要
《云南省政府公报》作为民国云南省政府的官方报刊,刊登了云南省政府与南京国民政府历年的重要政策、法规和公牍等,是了解云南省政府对全省的治理策略、近代云南省局势变化、中央与地方关系的重要文献。1937年7月至9月《云南省政府公报》刊登的军事史料,囊括了南京国民政府和云南省政府在葬礼、抚恤、军队官员任用、战时军律等方面的法规条例,不仅反映了全面抗战初期云南省的军事概况及其在近代化军队建设上的成就,而且说明了近代中央与地方在军事上的紧密联系及其行政一体化的加强,具有较高的史料价值。
As the official newspaper of the Yunnan provincial government in the period of the Republic of China,The Yunnan Provincial Government Gazette(YPGG)over years collected important policies,regulations and official documents both of the Yunnan Provincial Government and the National Government in Nanjing.They are important documents to understand the governance strategy,changing situations of Yunnan and the Central-Yunnan relationship before 1949.The military materials published on the documents from July to September,1937 cover laws and regulations of the National Government and Yunnan on funerals,pensions,commissions of military officials,and wartime military laws,reflecting the military profile of Yunnan during the Chinese People’s War of Resistance against Japanese Aggression,and its achievements in the construction of modern military forces.And they show that the close military connection between the central and local government at that time and the improvement of its administrative integration.All of them display the historical value of the YPGG.
