摘要
校地合作研究院作为政府、高校、企业等创新组织和要素合作共生与协同发展的新型创新载体,可以有效深度参与创新驱动发展战略实施、推动地方区域创新体系建设、服务学校内涵式发展。近些年随着地方高校和地方政府纷纷建立校地合作研究院,该模式也在不断的探索实践中需要深入研究,以提升合作共生的机制,使各方利益最大化。本文以杭州电子科技大学校地合作研究院为例,运用系统耦合理论,从“耦合-互动”视角分析高校和地方政府两类异质性主体协同创新的本质与现存问题,即高校与地方政府在对应创新系统上的互补与兼容情况,并提出构建校地合作研究院协同创新模式,使高校、政府、企业等更合理地协同资源配置,探索更有效的共生机制,促进校地合作研究院在协同创新发挥更大的作用,促进区域地方创新体系的构建,落实创新驱动发展战略。
As a new innovation carrier of government,universities,enterprises and other innovative organizations and elements'cooperative symbiosis and coordinated development,university-local cooperation research institute can effectively and deeply participate in the implementation of innovation driven development strategy,promote the construction of local regional innovation system,and serve the connotative development of schools.In recent years,with the establishment of university local cooperative research institutes by local universities and local governments,this model also needs to be further studied in the continuous exploration and practice to improve the mechanism of cooperation and symbiosis and maximize the interests of all parties.Taking the School Local Cooperation Research Institute of Hangzhou Dianzi University as an example,this paper uses the system coupling theory to analyze the nature and existing problems of collaborative innovation between universities and local governments from the perspective of"coupling interaction",that is,the complementarity and compatibility of universities and local governments in the corresponding innovation system,and proposes to build a collaborative innovation model of the School Local Cooperation Research Institute,With a view to make universities,governments,enterprises,etc.more rationally coordinate resource allocation,explore more effective symbiotic mechanism,promote the university local cooperative research institutes to play a greater role in collaborative innovation,promote the construction of regional local innovation system,and implement the innovation driven development strategy.
