摘要
人民检察制度在青海的创建及演进历史,反映出不同时期青海检察制度发展脉络、时代特征和地方特点。其发展的历史和经验表明:检察制度建设应当尊重经济规律、社会规律、司法规律和地域特点;应当以监督求发展、重视建章立制等。新时代民族地区人民检察制度及检察事业的发展,需在大局、策略等方面因地制宜推进、扎实稳定实践。青海近百年检察制度发展历史昭示:坚持党的领导,是检察事业发展的根本原则;坚持遵守宪法和法律,是检察建设和检察活动的基本原则;坚持服务党和国家工作大局,是检察工作的中心环节;坚持党的民族政策,是民族地区检察事业发展的基本要求;坚持把握重点与协调发展并重,是促进检察事业全面和稳步发展的重要方法。
The history of the establishment and evolution of the people's procuratorial system in Qinghai clearly reflects the development context,ear characteristics and local characteristics of Qinghai's procuratorial system in different periods.The history and experience of its development show that the construction of the procuratorial system should respect economic,social,judicial and regional characteristics;it should seek development through supervision,and attach importance to the establishment of rules and regulations.In the new era,the development of the people's procuratorial system and procuratorial undertakings in ethnic minority areas needs to be promoted and practiced in a solid and stable manner according to local conditions in terms of overall situation and strategies.The history of the development of the procuratorial system in Qinghai for nearly a hundred years shows that:adhering to the Constitution and laws is the basic principle of procuratorial construction and procuratorial activities;insisting on serving the overall situation of the party and the country is the fundamental principle of procuratorial work.Adhering to the party's ethnic policy is the basic requirement for the development of procuratorial undertakings in ethnic areas;insisting on both grasping the key points and coordinating development is an important method to promote the comprehensive and steady development of procuratorial undertakings.
