摘要
从马克思主义的利益观来看,生态利益是利益在生态领域的延伸与拓展,生态利益的形成过程本质上是生态需求社会化的过程。生态利益作为一项基本的生存诉求和价值抉择,其分配方式和分享程度关系着个人生态权益的保障和实现。生态利益分配在人与人、不同地区之间呈现不均衡的状况,而资本逻辑的存在、现行法律的不完善、历史累积的突出环境问题是导致生态利益分配不均衡的重要因素。实现生态利益分配均衡化应从以下几方面入手:发挥公有制限制资本扩张的优势,为生态利益均衡提供坚实保障;完善生态利益相关法律,为生态利益均衡保驾护航;着力解决突出环境问题,巩固生态利益均衡的生态基础。
From the perspective of Marxism,ecological benefits is the extension and expansion of benefits in the ecological field,and the formation process is essentially the process of ecological demand socialization.Ecological interests as a basic survival appeal and value choice,its distribution and sharing degree is related to the protection and realization of individual ecological rights and interests.At present,the distribution of ecological benefits is unbalanced among people and different regions.The existence of capital logic,the imperfection of current laws and the prominent environmental problems accumulated in history are the important factors that lead to the unbalanced distribution of ecological benefits.This paper puts forward the realization path of ecological benefit distribution equalization:giving play to the advantages of public ownership in restricting capital expansion to provide a solid guarantee for the balance of ecological interests;perfecting the law of ecological interests and environment to protect the balance of ecological interests;solving prominent environmental problems to consolidate the ecological foundation of balanced ecological interests.
