摘要
智慧城市是当前国内外城市建设的热点,它借助新一代信息技术,通过建设各类智能应用实现各个领域的智慧化。智慧城市为现代城市建设指明了新的发展方向,可有效提升城市的管理和运行水平。但在智慧城市的建设过程中,逐渐暴露出一些急需解决的问题,如概念模糊、设计不规范以及缺乏顶层设计等,一定程度上制约了智慧城市的进一步发展。智慧城市建设需要从"智慧"入手,探究"智慧"在城市建设中的含义,提炼出智慧城市的"灵魂",以统一思想引领,从而逐步解决问题。本文立足"智慧"的基本概念,解析了"智慧"的城市应有的"德才兼备"特征及内容,提出"以人为本的自主调节"的智慧城市"灵魂",并设计了"灵魂"引领下以三生空间为主体的智慧城市架构。
Smart city is a research hotspot currently in urban construction at home and abroad,and it achieves smart in various fields by building intelligent applications with the help of new generation information technology.Smart city has opened up a new road and pointed out a new direction for the construction of modern cities,and effectively improved the level of urban management and operation.However,the construction process of smart cities has gradually revealed some urgent problems,such as vague concepts,irregular design and lack of top-level design,to a certain extent which restrict the further development of smart city.In order to achieve a unified ideological leadership,smart city construction needs to start with"smart",explore the meaning of"smart"in city construction,and refine the"soul"of smart city.Based on the basic concept of"smart",this paper analyzes the characteristics and contents of"both morality and ability"that a smart city should possess,puts forward the"soul"of a smart city that is"self-regulating oriented people",and designs a smart city framework that is dominated by ecological-living-productive spaces under the guidance of"soul".
