摘要
社会保障制度是国家治理体系的重要组成部分,必须保持群体之间、地区之间和代际之间的公平,必须能够有效应对各种变化,使社会成员有稳定的预期。在人口老龄化持续加剧的背景下,要更加重视社会保障制度的代际均衡,改变以老年人为中心的人口老龄化应对思维,通过完善制度设计和运行机制,使得社会成员的基本保障权益和基本筹资责任能够在较长时期内大体均衡,保持社会保障制度长期持续健康运行。文章分别就现行基本养老保险制度和基本医疗保险制度的代际矛盾、代际均衡机理及其实现路径进行了分析,并就深化社会保障代际均衡研究提出了若干方向性的议题。
As an important part of the national governance system,the social security system has to maintain fairness among groups,regions and generations.It needs to be able to cope with various changes so that members of society have stable expectations.In the context of deepening population aging,it is necessary to pay more attention to the intergenerational equilibrium of the social security system and change the elderly-centered mentality of addressing population aging.By improving the system design and operating mechanism,the basic rights and financing responsibilities of society members can be generally balanced over a long period,and the long-term sustainable and sound functioning of the social security system can be maintained.This article analyzes the intergenerational conflicts,intergenerational equilibrium mechanism and the way to achieve intergenerational equilibrium,focusing on the current basic pension insurance system and basic medical insurance system.Finally,this paper puts forward some guiding topics on deepening the study of social security intergenerational equilibrium.
