摘要
农村公共文化建设是国家公共文化服务体系建设的重要组成部分,目前,公共文化服务体系建设的重任和短板在农村,为研究多民族聚集地农村公共文化供给的现状,本研究选取昆明市西山区的四个街道作为调查对象,运用定性和定量相结合的研究方法,从农村公共文化基础设施和场所、农村公共文化活动、农村公共信息发布情况、农村公共文化服务质量、农村公共文化服务保障五个方面来调查和分析。研究发现该区存在着公共文化基础设施和场所建设不均衡,利用率不高;公共文化活动投入不足,效果不佳;公共信息发布设施不健全,覆盖率低;公共文化服务质量不高;公共文化服务保障不足等问题。通过分析,其主要原因是政府主导下的供给模式存在弊端,缺乏市场导向活力;缺乏创新意识;基层重视不够;资金保障不足等。针对此类问题提出相关建议和措施。
The construction of rural public culture is an important part of the construction of national public cultural service system.The important task and weakness of the construction of public cultural service system lies in the countryside.In order to study the current situation of rural public culture supply in multi-ethnic gathering areas,this study selects four streets in Xishan District of Kunming City as the survey objects,and uses qualitative and quantitative research methods to analyze the rural public culture supply.This paper investigates and analyzes from five aspects:cultural infrastructure and places,rural public cultural activities,rural public information release,rural public cultural service quality and rural public cultural service guarantee.It is found that there are some problems in the area,such as unbalanced construction of public cultural infrastructure and places,low utilization rate,insufficient investment in public cultural activities,poor effect,imperfect public information release facilities,low coverage rate,poor quality of public cultural services,and insufficient guarantee of public cultural services.Through analysis,the main reasons are that the govermment led supply mode has disadvantages,such as lack of market-oriented vitality,lack of innovation consciousness,lack of attention from grass-roots units,lack of fund guarantee and so on.And this paper puts forward relevant suggestions and measures.
