江苏省安置帮教社会适应指数评估系统研究——以南通市“一评五扶”创新工作机制为例

摘要安置帮教工作是地方社会治安综合治理工作的重要组成部分,目前存在两大问题:一是缺乏法律层面的立法保障;二是各地发展严重不均衡。近年来,江苏省非常重视安置帮教工作,除了制定规范性法律文件外,还探索安置帮教社会适应指数评估工具的开发工作,以南通市司法局“一评五扶”创新工作机制为例,构建安置帮教社会适应指数评估系统,推动江苏省安置帮教工作走向科学化、精准化。通过调研数据统计分析南通市司法局安置帮教社会适应指数评估试点工作的成功典型,总结南通市“一评五扶”创新工作机制对基层安置帮教工作带来的启示。 The emplacement and education is an important component of the comprehensive governance of local social security,and there are currently two major problems:firstly,there is a lack of legislative protection at the legal level;Secondly,there is a serious imbalance in the development of various regions.In recent years,Jiangsu Province has attached great importance to the work of emplacement and education.In addition to formulating normative legal documents,it has also explored the development of Social Adaptation Index evaluation tools for emplacement and education.Taking the innovative work mechanism of"One Evaluation and Five Assistance"by the Nantong Judicial Bureau as an example,the evaluation system of the Social Adaptation Index for Emplacement and Education has been constructed to promote the scientific and precise development of emplacement and education work in Jiangsu.By conducting research data statistics and analyzing the successful examples of the Nantong Judicial Bureau's the evaluation system of the Social Adaptation Index for Emplacement and Education,this paper summarizes the inspiration brought by the innovative work mechanism of"One Evaluation and Five Assistance"in Nantong City to grassroots resettlement emplacement and education work.
