摘要
阐述了军队工程项目建设程序,分析了军队工程项目各阶段的管理情况,根据军队工程项目的建设特点,从军事效益、项目决策、责任主体、项目管理、使用者满意度5个方面,建立了军队工程项目后评价指标体系,达到了定性评价军队工程项目的目的,提出了改进工程管理的措施对策,为下一步定量研究军队工程项目后评价奠定了基础。
The construction procedure of military project is expounded.The management of various stages of military engineering projects is analyzed.According to characteristics of military construction of the project,the post-evaluation index system of military engineering project is established,from military benefit,project decision-making,main responsibility,project management,user satisfaction five aspects.Military projects are evaluated qualitatively.Measures to improve project management are put forward.The index system lays a foundation for the next quantitative study of military engineering project post-evaluation.
