摘要
《区域全面经济伙伴关系协定》(RCEP)于2022年1月1日在东盟6国和中国、日本、澳大利亚、新西兰等非东盟成员国正式生效,2022年2月1日对韩国正式生效。通过RCEP,中日和日韩之间均首次建立了自贸伙伴关系,这对于东北亚的区域一体化进程将起到极大的促进作用。本论文旨在立足跨境贸易便利化角度,通过研究RCEP贸易便利化规则,调研日本、韩国跨境贸易便利化具体措施,对比分析中国与日韩两国跨境贸易政策方面异同,借鉴日韩贸易便利化思路,对标RCEP,对海关促进跨境贸易便利化提出建议,推动我国进一步扩大对外开放、助力我国加快形成国内国际双循环新发展格局。
Regional Comprehensive Economic Partnership(RCEP)came into force in six members of ASEAN and some non-ASEAN member countries including China,Japan,Australia,New Zealand,etc.on January 1,2022 and in South Korea on February 1,2022.Through RCEP,the first free trade partnership was established among China,Japan and South Korea,which dramatically promotes the progress of regional integration in Northeast Asia.From the perspective of cross-border trade facilitation,this paper carries out a comparative analysis on differences and similarities of trade policies adopted by the three countries based on the study on trade facilitation rules of RCEP and the specific measures for trade facilitation adopted by Japan and South Korea.Referring to their trade facilitations and taking rules of RCEP as benchmark,we put forward the suggestions on how customs should promote trade facilitation,so as to further expand our reform and opening up and help establish the new development pattern featuring domestic and international dual circulation.
