摘要
全球安全倡议作为新时代中国国家安全与大国外交思想深入融合的集大成者,不仅是马克思主义中国化时代化的理论产物,也是中国式现代化的国际贡献,对维护世界和平与推动人类可持续发展具有深远的价值意蕴。全球安全倡议“六个坚持”的丰富内涵,构建了系统完备的理论体系和逻辑架构,具有诠释“两个结合”、立足“两个大局”、融合“两大思想”、统筹“两件大事”、内嵌“两大目标”的基本特征。落实全球安全倡议,离不开元首外交的领航定向、各方利益的统筹协调、大国关系的良性互动、国际舆论的积极营造、“样板项目”的引领示范以及斗争精神的传承发扬,进而为弥补和平、发展、安全、治理“四大赤字”贡献中国方案与中国智慧。
As the deep integration of China's national security and great power diplomacy in the new era,the Global Security Initiative(GSI)is not only the theoretical product which adapts Marxism to the Chinese context and the needs of our times,but also the international contribution of Chinese modernization.It has far-reaching value implications for maintaining world peace and promoting sustainable human development.The rich connotation of the"Six Principles to be upheld"of the GSI has built a systematic and complete theoretical system and logical framework,with the basic characteristics of interpreting the"two combinations"of Marxist theory integrated with China's specific reality and Chinese traditional culture;basing on the"two overall situations"of domestic and international politics;integrating the"two important thoughts"of national security and diplomacy;coordinating the"two major events"of development and security;embedding the"two central goals"of promoting a community with a shared future for mankind and creating a new form of human advancement.The implementation of the GSI is inseparable from the leading of the Head-of-State diplomacy,the overall coordination of the interests among all countries,the benign interaction of great powers,the active creation of international public opinion,the leading demonstration of'flagship projects',and the inheritance and promotion of the"fighting spirit",in order to contribute China's plan and wisdom to filling the"four deficits"of peace,development,security and governance.
