摘要
专精特新“小巨人”企业发展是提升中小企业核心竞争力的关键路径。企业间的竞争形式愈发趋于技术创新的竞争,由于标准化过程可促进创新成果转化为市场认可的生产力,标准必要专利成为国家争夺话语权、企业争夺技术主导权的重要战场。本文聚焦专利及标准两方面,通过统计分析方法,对浙江省专精特新“小巨人”企业域外专利布局情况以及标准工作参与度进行多角度梳理。目前,域外专利申请量可观,但进行专利布局的企业数量不多;近半数“小巨人”企业参与标准制修订,但对于国际标准鲜有涉及;“小巨人”企业在标准与专利两方面涉及的技术领域一致,但将专利纳入标准的企业仍在少数。基于此,应鼓励浙江省专精特新“小巨人”企业扩大域外专利布局,积极参与国际标准的制定,重视专利与标准融合。
It is a key path to enhance the core competitiveness of SMEs by developing“giant small enterprises”with technologies,refined and characteristic products,and innovation.The competition among enterprises is increasingly tending to the competition of technological innovation.As the standardization process can promote the transformation of innovation achievements into productivity recognized by the market,standard essential patent has become very important.This paper focuses on patents and standards,and sorts out the distribution of patents outside Zhejiang’s“giant small enterprises”and their participation in standards work from multiple perspectives through statistical analysis methods.At present,the number of patent application outside Zhejiang’s“giant small enterprises”is considerable,but the number of enterprises carrying out patent layout is small.Nearly half of the“giant small enterprises”participate in the development and revision of standards,but rarely involve in the development of international standards.They have the same technical fields in both standards and patents,but few have included patents in standards.Based on this,we should encourage“giant small enterprises”to expand their patent layout overseas,actively participate in the development of international standards,and attach importance to the integration of patents and standards.
