摘要
以石家庄市为例,通过对困难老人社区居家养老服务现状的调研,运用SWOT方法深入分析了困难老人社区居家养老服务体系构建的影响因素,厘清了困难老人社区居家养老服务中存在的老年群体购买力有限,养老服务市场化供给不足;服务资金供给缺乏,社会化养老服务压力较大;政策信息宣传不到位,老年群体参与度不高;专业化人才短缺,社会化力量投入不足等问题,从政策信息宣传与社区评议机制、资格申请及服务预约机制、服务项目与资金支持机制、服务队伍建设和养老金融体系等方面提出了针对性建议.
This paper takes Shijiazhuang as an study of the community care services for the home-based elderly with difficulties via SWOT analysis in relation to influencing factors.It is found out that the communities have a limited purchasing power and insufficient market-oriented supply.Besides,shortages are reflected in funding,socialized elderly care,publicity of policy,professional hands and input of socialized forces.Finally,this paper puts forward suggestions for improvement of policy publicity and community evaluation,qualification application and service reservation,service items,financial support and pension.
