摘要
当前和今后一个时期,中国能源发展环境日趋复杂。由于油气上游投资削减,未来全球油气市场不排除出现结构性余缺、区域性供应趋紧的情况,中国能源安全保障任务更加艰巨。因此,需要科学地把握中国能源转型发展的着力点。要统筹推进现代能源产业体系建设,增强中国能源生产和储运能力、促进多能互补耦合,优化能源空间发展布局;要尊重能源科技创新规律,把握世界能源技术发展趋势,大力推进能源技术创新,掌握能源革命和能源转型的主动权;需要统筹国内国际两个市场和国内国外两种资源,形成多元化、稳定的能源供给格局,保障中国能源安全;要激发各类市场主体活力,深化能源行业竞争性环节市场化改革,为能源转型发展注入动力和活力;要坚持绿色发展与节约优先,大幅提高能效和发展循环利用,推动太阳能、风能等清洁、低碳能源的高效利用;要继续实施能源惠民利民工程,促进能源公平发展,改善人民生活品质。
China energy development environment is becoming increasingly complex in current and future periods.Due to the reduction of investment in upstream field of oil and gas,the global oil and gas market might be structural surplus and regional supply tightening in the future,making energy security energy security in China even more daunting.Therefore,it is necessary to scientifically grasp the focus of China energy transformation and development.We need to coordinate the development of a modern energy industry,increase the capacity for energy production,storage,and transportation,promote the complementarity and coupling of multiple energies,and optimize the spatial distribution of energy development in China.We should follow the development trend of energy technology in the world,vigorously promote innovation in energy technology,and seize the initiative in energy revolution and transformation.We should form a diversified and stable energy supply pattern and ensure China energy security with coordinating the domestic and international markets and the domestic and foreign resources.We should stimulate the vitality of all types of market players,deepen market-oriented reform of the energy industry,and inject impetus and vitality into energy transformation and development.We should give top priority to green development and energy conservation,greatly increase energy efficiency and promote efficient use of clean,low-carbon energy sources,such as solar and wind power.We will continue to carry out energy projects that benefit the people,promote equitable development of energy,and improve the quality of people’s lives.
