摘要
基于学者对权利与权力关系研究,探析国际体育话语权的本质,进而分析权利、权力、责任、使命之间的关系,聚焦我国国际体育话语权中权利与权力的失衡问题,提出平衡权利与权力要素的策略,阐述我国国际体育话语权的责任与使命。研究认为:第一,国际体育话语权并非单指权利或公权力意义上的权力,而倾向于权利与权力的结合,亦可将其称之为是一种影响力。第二,责任与权利相伴而生,承担责任有利于获取权利;权利是权力的基础,权力可以转化为权利;权力最终服务于使命。第三,我国国际体育话语权中权利与权力的失衡问题源自过于追求话语中的权利,而忽略了体育产业、体育传媒、体育学术等权力要素的建设。研究结论:平衡权利与权力关系,牢记我国国际体育话语权的责任与使命。1)提升我国体育产业话语权,做世界经济发展的主要推动者;2)增强体育传媒传播能力,做世界文化多样性的坚定维护者;3)打造体育特色学术话语体系,做世界发展理念的重要贡献者。
Based on scholars'research on the relationship between rights and power,this paper explores the nature of international sports discourse power,analyzes the relationship between rights,power,responsibility and mission,focuses on the imbalance between rights and power in the international sports discourse power in China,proposes the strategy to balance rights and power elements and expounds the responsitilities and missions in the international sports discourse power in China.The research show,first,the discourse power does not refer to the power in the sense of rights or public power,but tends to be the combination of rights and power,which can also be called a kind of influence.Second,responsilities and rights go hand in hand,and taking responsibilities is conducive to obtaining rights;rights are the foundation of power,and power can be transformed into rights;power ultimately serves missons.Third,the imbalance between rights and powers in the international sports discourse power in China stems from the excessive pursuit of rights in discourse,while ignoring the construction of power elements such as sports industry,sports media and sports academics.It is concluded that we should balance the relationship between rights and power,and keep in mind the responsibilities and missions in the international sports discourse power in China,by enhancing the sports industry discourse power in China as the main promoter of world economic growth;promoting the sports media a promoter of world cultural diversity;and creating a sports academic discourse system with characteristics as an important contributor to the concept of world development.
