摘要
海洋牧场是一种现代化海洋渔业生产方式,对于缓解近海养殖压力、保护海域生态环境具有重要作用。海洋牧场的特征包括以修复增养殖生态环境为目的、多种技术要素共同作用、对象生物种类繁多且由人工驯养和资源可持续利用等。辽宁省海洋牧场经历了增养殖试点设立、人工鱼礁投放和装备化海洋牧场三个阶段,在取得发展成就的过程中,也面临着忽视海洋牧场生态保护、海洋牧场定义模糊、鱼礁实用性偏低和管理体制缺失等一系列问题。通过系统收集相关文献资料,结合辽宁省发展近况,在梳理建设海洋牧场诸多要求的基础上,运用SWOT分析法,对海洋牧场发展过程中存在的优势机会和劣势威胁进行分析,提出以技术攻关为核心的SO策略,以风险防范为核心的ST策略,以完善政策环境为核心的WO策略;以提升资源利用率为核心的WT策略。四种策略相互结合,以期为辽宁省海洋牧场建设提供决策参考。
Marine Ranch is a modern way of marine fishery production,It plays an important role in relieving the pressure of offshore aquaculture and protecting the ecological environment of the sea area.The characteristics of Marine Ranch include the purpose of repairing and increasing the ecological environment,the interaction of various technical factors,diversify domesticated target creatures,and sustainable utilization of resources et al.The development of Liaoning Marine Ranch has gone through three stages:establishment of pilot sites,artificial reef release and equipped marine ranch.In this process,marine ranch also faces a series of problems,such as neglecting the ecological protection of marine area,vague definition of marine ranch,low practicability of reefs and lack of management system.On the basis of sorting out requirements for the construction of marine ranches,combined with the recent economy development of Liaoning,this paper analyzes the advantages,opportunities and disadvantages in the development of marine ranches with the SWOT method.The research proposes four strategies:SO strategy focusing on technical research,ST strategy focusing on risk prevention,WO strategy focusing on perfecting the policy environment and WT strategy focusing on improving resource utilization.All the four strategies are combined with each other,which could provide decision-making reference for the construction and development of marine ranch in Liaoning Province.
