摘要
公众参与市场监管社会共治激励机制内卷化,已然成为公众参与市场监管社会共治主要问题被提上研究日程。市场监管领域社会共治行为积分制,是一套闭合的多元协同治理机制,具有其特有的优势,能有效地破解社会公众参与市场监管的3大难题。创建积分账户,可破解市场共建中"搭便车"问题;规范积分事项及标准,可破解市场共治中"滥竽充数"问题;明确积分奖励,可破解市场共享中"公地悲剧"问题,形成"激发活力、提供动力"的激励机制。
Public participation in social governance in the field of market supervision is an important part of the modernization of national governance capacity and governance system.The integral system of social governance behavior in the field of market supervision is a set of closed multiple cooperative governance mechanism,which is composed of integral account,integral item,integral standard and integral reward.It can effectively solve the three major problems of public participation in market supervision.Integral account,which focuses on the rational public participating in market supervision,can solve the problem of"free riding"in market construction;integral items and standards,which measure the rational behavior and social contribution of the public participation in market supervision,can solve the problem of"making up for wrong numbers"in market governance;integral rewards,which establishes the qualification conditions and limits for the public to enjoy social public resources,can solve the problem of"tragedy of Commons"in market sharing and form an incentive mechanism of"stimulating vitality and providing impetus".
